Over time several add-ins would have been installed into your Outlook user profile. Each of these add-ins needs to be loaded into memory before starting Outlook. Corrupted files may not only impact performance but also trigger errors such as 0x f, which typically means Outlook can’t access its data file or address book. Creating a new profile or repairing the data file often helps resolve it.

Occasionally, classic Outlook tries to run a process in the background. Auto-archive, sending and receiving a very large attachment, or running some of the other mailbox tools can all be done in the background. Check the status bar at the bottom of the screen to see if another process is running.

If you've successfully sent and received email from classic Outlook before, and now Outlook repeatedly asks you to reenter your password, one of two things may have happened.
